People and Organizational Development Area
The mission of the People and Organizational Development Area is to provide resources to contribute to the organization and development of the management teams, professional teaching and research, in accordance with the strategic lines established by the University’s governing team.

With regard to the field of management, you can consult the Office of Organization and Development (OOD) where you will find tools, instruments and services that may prove useful to you.
The PAS professional competences management system. In order to carry out the various actions related to the PAS Service –such as selection and others–, there is an essential tool which is the PAS professional competences management system. This system is intended to seek the maximum appropriateness between a person’s competences profile and the demands of the workplace.

Occupational health, which is also one of the fields in which the Area works, is undertaken by the Office of Occupational Risk Prevention and Health Promotion (OPRiLiPS), which is responsible for managing, implementing and coordinating activities in the fields of occupational hazards prevention and of the promotion of health.
We would highlight several tools that are crucial to ensure the quality of the management and of the processes related to human resources and organization:
- The Ethics Code. Our ethics code contains the reference values for the activity of our University’s professionals.
- The protocols that allow us to contribute to the welfare of our organization’s professionals and that aim to identify problems relating to issues concerning emotional well-being and allow us to intervene.
The user is at the centre of our professional activity, and our commitment to improvement is the benchmark and at the same time a continuous challenge. Hence, communication, the evaluation and suggestions of the users to whom we offer the services are very important.
Integrity
The University aims to promote and safeguard a series of values to consolidate its integrity and commitment as an ethically responsible community. For this reason, it has its own Code of Ethics, approved in July 2020, as an instrument to safeguard, implement and evaluate ethical principles; the Integrity Committee, set up to supervise, review and implement the Code, and the Ethics Line, as a communication channel at the service of the university community and the public in general. In relation to this commitment, on 15 December 2021, the Board of Governors approved the Plan of Integrity Measures in the Management of Pompeu Fabra University, which aims to prevent and combat fraud and corruption at the University. Occupational Hazard Prevention Plan
On 14 December 2018, the Board of Governors of Pompeu Fabra University, having consulted the Occupational Health and Safety Committee, decided to adapt the Management Manual of the Occupational Hazards Prevention Plan, adopted by the Board of Governors on 5 March 2018, and amended by agreement of the Board of Governors on 14 March 2012.
The Occupational Hazards Prevention Plan contains the basic information concerning UPF's hazard prevention system, facilitates its dissemination and pedagogical action among managers and employees, and promotes the development of a suitable culture of hazards prevention.
It has five specific goals:
- To identify the general characteristics of UPF (number of centres, departments, institutes, services and other university structures, staff and infrastructures) that are important regarding the prevention of occupational hazards.
- To establish and formalize our University’s occupational health and safety policy, the goals and milestones for achievement by UPF in terms of health and safety, as well as the human, technical, material and economic resources available for this.
- To present the organization of prevention at UPF, indicating the type of prevention adopted —the Technical Office for Occupational Hazards Prevention— and the existing representative bodies (Occupational Health and Safety Committee and prevention officers).
- To present the organizational structure of UPF, identifying the roles and responsibilities undertaken by each of the hierarchical levels regarding the prevention of occupational hazards: Strategic level, management level and operational level.
- To present the technical and practical processes and organizational procedures by which UPF must be governed so as to ensure the proper management of all factors that may influence in the prevention of occupational hazards and coordination with the other activities of the University, taking into account the goals set by the governing bodies.

Healthy Living Promotion Plan
On 9 October 2019, the Board of Governors decided to approve UPF’s Healthy University strategic model, the “Healthy UPF" project.
UPF’s model of a Healthy University is part of the Sustainable Development Goals (SDG) of the Agenda 2030 and includes the recommendations of national and international initiatives and the proposed actions by networks and working groups to which the University is attached.
The model aims to carry out permanent actions, from a diagnosis of the baseline situation and the needs analysis of the university community, aimed at promoting its comprehensive health.
To achieve this, a management system has been envisaged to facilitate the implementation of activities and ensure the monitoring of their effectiveness and review.
Its basic points include the establishment of five strategic axes and fifteen lines, or key process challenges, which constitute the general framework for action to implement the health promotion policy.
The "Community” axis deals with individuals, focusing on lifestyle. The "Campus” axis deals with the environment, advocating healthy buildings. The "Knowledge” axis deals with society as a whole by focusing on the university’s functions of teaching, research, innovation and transfer. The "Alliances” and "Integration” axes, supporting the previous ones, are cross-cutting.
Equality Unit
The Equality Unit is a specialized university service, coordinated by the office of the vice-rector responsible for gender equality policies. It aims to advise the governing bodies of the University and prepare and implement equality policies at UPF via the Isabel de Villena Equality Plan and coordinate the specific training activities that may be promoted in this field by the different academic and administrative bodies, services and units.
We have a Protocol to prevent and solve conflicts regarding gender violence, homophobia, biphobia and transphobia through which we can act when chauvinistic attitudes and LGBTI phobia are detected among members of the community. If this is the case, you can contact the Unit and report it.
The Equality Unit has several support services for people in situations of violence, some of which are in partnership with other social institutions and organizations.
UPF also has a change-of-name procedure for trans people applicable to any member of the university community

Inclusion Plan
Acknowledging the right to equal opportunities for all people is also one of the roles played by the University.
The Inclusion Plan's guiding principles are:
- The assumption of diversity and plurality.
- Equal opportunities.
- Social responsibility.
- Transversality and commitment to participation.
This Plan is currently being reviewed and updated.
Representation and participation
Senate and other governing bodies: the Senate is the foremost representative body for members of the University's community. PDI and PAS are represented on this and other governing bodies, such as the Board of Trustees and the Board of Governors.
As a member of UPF's staff, you may participate in all the University's electoral processes relevant to your electoral college and constituency.
Employees’ representative bodies: lecturers and administrative and service staff have different representative bodies depending on their job category or their link to the University.
