In an uncertain global order, Europe’s interdependence has become a liability and the bloc’s economy is lagging behind. To turn its weaknesses into interdependencies, Europe needs to understand its position in global value chains and build capabilities in critical areas of innovation. Only then can the EU bargain from a strong position for the resources it needs to protect its interests and provide its citizens with improving standards of living. The automotive sector is one of Europe’s core industries and a bellwether of European production. This study identifies and analyses potential areas of innovation in the transition to electric vehicles, identifies three factors that may help policymakers design policy initiatives that can set the basis for future growth and makes concrete recommendations for how to work constructively with industry.

About the Speaker
Angela Garcia Calvo is Assistant Professor at the University of Reading (UK). She obtained her PhD in Political Economy at the London School of Economics and has additional degrees in Public Policy, Business, Law, and Economics from Harvard, Northwestern University, and the University of Deusto.
Garcia Calvo studies the ways emerging technologies transform capitalisms. Her recent work analyzes the impact and possibilities derived from the platform economy, the transition to electric and software-defined vehicles, the political economy of semiconductors, and the industrial applications of AI.
She is the author of State-Firm Coordination and Upgrading (Oxford University Press 2021). Her research has been published at Socioeconomic Review, New Political Economy, Industrial and Corporate Change, Studies in Comparative International Development, and Business and Politics. In addition to her academic work, Garcia
Calvo has worked and/or consulted for the European Commission, the OECD, the German, the UK and the Spanish governments.
