As the rules-based order fades, Europe must build innovation capabilities to generate prosperity and remain internationally relevant. Industrial policy scholarship studies the drivers of public intervention and the ways intra-European tensions translate into supportive coalitions. However, we know less about the range of policies that may help Europe build technological capabilities and the conditions in which they can deliver outcomes that justify the investment involved. This project draws on case-studies of online platforms, batteries, semiconductors and AI from across Europe since 2007 to reveal the weaknesses of European firms, showcase the consequences of existing policies, and suggest new and fruitful policy approaches.

About the Speaker
Angela Garcia Calvo is Assistant Professor at the University of Reading (UK). She obtained her PhD in Political Economy at the London School of Economics and has additional degrees in Public Policy, Business, Law, and Economics from Harvard, Northwestern University, and the University of Deusto.
Garcia Calvo studies the ways emerging technologies transform capitalisms. Her recent work analyzes the impact and possibilities derived from the platform economy, the transition to electric and software-defined vehicles, the political economy of semiconductors, and the industrial applications of AI.
She is the author of State-Firm Coordination and Upgrading (Oxford University Press 2021). Her research has been published at Socioeconomic Review, New Political Economy, Industrial and Corporate Change, Studies in Comparative International Development, and Business and Politics. In addition to her academic work, Garcia
Calvo has worked and/or consulted for the European Commission, the OECD, the German, the UK and the Spanish governments.
