In the CEFR (2001 and 2018), pluricultural competence is presented as intrinsically linked to plurilingual competence, so the concept communicative competence is conceived as both plurilingual and pluricultural. The CEFR notes the need for

(…) learners as ‘social agents’ to draw upon all of their linguistic and cultural resources and experiences in order to fully participate in social and educational contexts, achieving mutual understanding, gaining access to knowledge and in turn further developing their linguistic and cultural repertoire (2018: 157).

Plurilingual and pluricultural competences imply the need to construct three kinds of abilities that provide feedback for each other: a pluricultural repertoire, pluricultural understanding, and a plurilingual repertoire. Therefore, discursive competence involves the development of this pluricultural competence.
