Duties

The duties of the Plenary are those assigned under current law to the Board of Trustees, except those that the Plenary itself has delegated to its committees.

The Plenary’s main duties are:

  • To work with the Board of Governors to define the criteria and objectives of the university’s strategic plan.
  • To propose to the authority responsible for universities the creation, modification, merger or elimination of schools or degree courses and the implementation or elimination of degree courses leading to the award of an official academic degree, as well as changes in their name, location or who they are for, subject to a prior report by the Board of Governors.
  • To propose to the authority responsible for universities the creation, modification, merger, elimination, affiliation or disaffiliation with the university of university research institutes, subject to a prior report by the Board of Governors.
  • To propose to the authority responsible for universities the affiliation or disaffiliation of schools to offer official degree courses, as well as the implementation or elimination of official degree courses at such schools, subject to a prior report by the Board of Governors.
  • To propose to the authority responsible for universities the recognition of the integration into the university of higher education institutions as university schools so that they can offer official degree courses, subject to a prior report by the Board of Governors.
  • To agree, at the initiative of the authority responsible for universities and subject to a prior report by the Board of Governors, on the creation, modification or elimination of degree courses leading to the award of an official university degree and of university schools and research institutes.
  • To help define the basic drafting criteria for the university’s budget and to approve the budget at the proposal of the Board of Governors.
  • To agree on proposals for debt and guarantee operations to be submitted by the university to the authority responsible for universities for authorization by the Catalan government in keeping with current regulations, as well as to ensure compliance with the terms of those operations and the applicable regulations.
  • To appoint and dismiss as members of the university’s Board of Governors three members of the Board of Trustees from amongst those appointed to represent Catalan society.
  • To approve and modify the rules and regulations of the Board of Trustees
