Digital teaching competence (DTC) is a complex skill as it comprises four literacy skills: informational, communicative, multimedia and technological. DTC can be worked on from technological or methodological aspects. The general tendency is to do so from a technological perspective, which makes it impossible to achieve complete competence. Hence, a large proportion of teaching staff does not finish developing their DTC professionally.

The analysis of DTC by educational levels reveals that, on the one hand, there is little research evidence regarding the university teaching staff sector. Also, this evidence shows a rather low level of digital competence among this group. For this reason, universities must design programmes and strategies to promote and develop it from different perspectives: university policy (research, teaching and management), lifelong learning programmes, innovation projects in the application of digital technology in the classroom, and so on. In this way, a good level of DTC can be achieved by teachers and students, aimed at training not just professionals but also digital citizens.
