ECJ Upholds Commission Rejection of Minority SafePack Initiative

Brussels, 5 June 2025 – The European Court of Justice has upheld the European Commission’s decision not to act on the Minority SafePack Initiative (MSPI), dismissing the final appeal brought by its organizers. The MSPI, launched in 2017 and backed by over 1.3 million EU citizens, called for stronger protection of national minorities and linguistic groups across Europe through nine proposed legal measures.

Despite gaining wide political and public support—including from several national and regional parliaments—the Commission declined to propose legislation in 2021, citing a lack of legal basis. The ECJ ruling now confirms that decision.

FUEN President and MEP Loránt Vincze expressed disappointment, saying the EU has once again avoided addressing minority protection, an issue seen as too sensitive by some member states. However, FUEN announced it will continue its advocacy with a “Minority Manifesto for the Future” to be launched this autumn, aiming to push minority rights higher on the EU and international agenda.
