By virtue of the powers vested in me in accordance with Articles 55.2 and 56 f) of the Statutes of Pompeu Fabra University and for the purposes of structuring the offices of the vice-rectors and of the General Secretariat and assign duties to them,

I HEREBY DECIDE:

Article 1. General structure of the offices of the vice-rectors, the General Secretariat and other offices with general duties.

The structure of the offices of the vice-rectors, the General Secretariat and other offices with general duties is as follows:

  • Vice-rector for Teaching and Research Staff
  • Vice-rector for Academic Planning and Students
  • Vice-rector for Research
  • Vice-rector for Knowledge Transfer
  • Vice-rector for Internationalization
  • Vice-rector for Culture and Communication
  • Vice-rector for Social Commitment and Sustainability
  • Secretary-General
  • Commissioner for Language Policy
  • Commissioner for Science Policy
  • Commissioner for the UPF Group:
  • Commissioner for the Planetary Wellbeing Project

Article 2. Office of the vice-rector for Teaching and Research Staff

The vice-rector for Teaching and Research Staff shall, under the guidance of the rector, coordinate and oversee the following matters:

  • The policy geared towards attracting and retaining talent
  • The policy concerning teaching staff access, stabilization and promotion
  • Programmes for incorporating research staff (Ramón y Cajal, Juan de la Cierva, ICREA and akin)
  • The teaching staff and applicable legal regime: dedication, leave, and leave of absence
  • The appointment of emeritus professors, the sabbatical year(s) concession programme and the UPF senior talent programme

Article 3. Office of the vice-rector for Academic Planning and Students

The vice-rector for Academic Planning and Students shall, under the guidance of the rector, coordinate and oversee the following matters:

  • Official bachelor’s and university master’s degrees
  • UPF-endorsed degrees and their regulations
  • The organization of teaching
  • Academic organization and planning
  • The promotion of official bachelor’s and master’s degree courses
  • Cross-disciplinary programmes
  • The University’s educational project and the supervision of the processes of educational transformation and teaching quality
  • Policies related to the student body
  • The promotion and monitoring of participation by student groups and associations in University life, including sports activities
  • Liaising with the UPF Student Council, student representatives on the governing bodies, delegates and, in general, student representatives as a whole
  • The coordination of calls for scholarships and grants intended to encourage student participation, including their resolution
  • Policy and projects for the support and participation of alumni

Article 4. Office of the vice-rector for Research

The vice-rector for Research shall, under the guidance of the rector, coordinate and oversee the following matters:

  • Internal and external scientific strategy, programmes and research grants
  • Research organization (research bodies) and infrastructures
  • The scientific and technical services and facilities for research
  • Scientific output, its assessment and the Open Science strategy
  • The doctorate, without prejudice to the competences of the director of the Doctoral School

Article 5. Office of the vice-rector for Knowledge Transfer

The vice-rector for Knowledge Transfer shall, under the guidance of the rector, coordinate and oversee the following matters:

  • Knowledge transfer policy
  • Entrepreneurship and innovation programmes
  • Public-private partnerships, business chairs and other similar formulas for attracting public and private resources
  • Institutional relations with the ecosystem of global and local players in the aforementioned areas

Article 6. Office of the vice-rector for Internationalization

The vice-rector for Internationalization shall, under the guidance of the rector, coordinate and oversee the following matters:

  • The University’s internationalization strategy
  • Participation in international consortia, and especially in EUTOPIA and the projects generated around it
  • Participation in international networks, particularly in The Guild
  • Educational exchange and cooperation and mobility programmes with universities and educational institutions

Article 7. Office of the vice-rector for Culture and Communication

The vice-rector for Culture and Communication shall, under the guidance of the rector, coordinate and oversee the following matters:

  • The promotion of  communication strategies that enhance the coordination of the different units and services of the University
  • The promotion of communication strategies to project the UPF model and activities to society and the world
  • The development of the artistic heritage and the cultural programme and relations with institutions in this field
  • The promotion of the participation by the University community in all kinds of activities where culture is a central element

Article 8. Office of the vice-rector for Social Commitment and Sustainability

The vice-rector for Social Commitment and Sustainability shall, under the guidance of the rector, coordinate and oversee the following matters:

  • Development cooperation, solidarity and volunteering
  • Inclusion and equality policies
  • Health promotion
  • The environmental sustainability strategy, actions linked to the SDGs and the 2030 Agenda

Article 9. General Secretariat

The Secretary-General, in addition to the powers vested in him/her by Article 56 of the UPF Statutes shall, under the guidance of the rector, coordinate and oversee the following matters:

  • The implementation of the statutes and regulations, including the drafting of the new statutes
  • Support in the University’s institutional planning and administrative organization
  • Support in the policy on material resources, information systems and electronic administration
  • Institutional integrity, transparency and the right of access to information
  • Liaise with the UPF ombuds officer.
  • Liaise between the academic bodies and administrative services and the Board of Trustees, except those that fall with the rector. Also excluded are relations concerning the staff and the budget of the Board of Trustees, which fall with the general manager.
  • The coordination of the processes of creating and modifying the academic structure and the affiliation of centres

Article 10. Commissioner for Language Policy

The commissioner for Language Policy shall, under the guidance of the rector, coordinate and oversee the following matters:

  • Define the linguistic criteria for general use at the University
  • Establish the use of the Catalan language in a multilingual environment
  • Advise on the design and implementation of the policy on language use at UPF
  • Define language training for PDI, PAS and students
  • Monitor and promote actions related to Catalan culture, tradition and other socio-cultural aspects

Article 11. Commissioner for Science Policy

  • The commissioner for Science Policy shall, under the guidance of the rector, coordinate and oversee the following matters:
  • Science strategy and policies
  • Liaise with CERCA centres and other scientific institutions
  • Research infrastructures
  • Representation of UPF on the boards and other executive bodies of the research institutions in which the University participates

Article 12. Commissioner for the UPF Group

  • The commissioner for the UPF Group shall, under the guidance of the rector, coordinate and oversee the following matters:
  • Collaboration between UPF and all affiliated centres
  • Advise on UPF Group strategy
  • Analyse affiliation policies, especially of higher education institutions

Article 13. Commissioner for the Planetary Wellbeing Project

  • The commissioner for the Planetary Wellbeing Project shall, under the guidance of the rector, coordinate and oversee the following matters:
  • Promote the Planetary Wellbeing project in teaching and research
  • Establish the role of Planetary Wellbeing within institutional policies on sustainability
  • Advise on the definition of UPF’s participation in the Mercat del Peix initiative

Additional provision 

References to offices of the vice-rectors set out in the UPF regulations shall be understood to refer to the office of the vice-rector responsible for the matter, in accordance with this resolution.

Repealing provision one

The Resolution by the rector of 28 May 2021 governing the creation of offices of vice-rectors and the allocation of functions to vice-rectors and to the General Secretary and subsequent amendments and also any other previous resolutions whose content contradicts the content hereof are repealed. 

Repealing provision two

The following resolutions governing the creation of positions of commissioner are repealed:

1. Resolution by the rector of 31 May 2021 on the creation of the position of the commissioner for Science Policy and its subsequent amendments.

2. Resolution by the rector of 31 May 2021 on the creation of the position for the Barcelona School of Management (BSM) and for UPF strategy

3. Resolution by the rector of 1 September 2021 on the creation of the position of the commissioner for Language Policy

4. Resolution by the rector of 31 May 2021 on the creation of the position of the commissioner for Planetary Wellbeing

5. Resolution by the rector of 4 October 2021 on the creation of the position of student delegate

6. Resolution by the rector of 31 May 2021 on the creation of the position of the commissioner for the Eutopia Project

7. Resolution by the rector of 31 May 2021 on the creation of the position of the commissioner for Research in Educational Innovation

8. Resolution by the rector of 31 May 2021 on the creation of the position of the commissioner for the EDvolution project
