The main objective of this project is to analyze and understand, from an interdisciplinary perspective, the processes of creation and transformation of global norms in an international context marked by two opposing processes, such as the advent of cosmopolitanism and the resurgence of Westphalia. The first refers to the extension of a "tou" cosmopolitanism that has not just been consolidated, that is asymmetrical, that is reflected imperfectly in concrete norms and that bets on the preservation of the state interest, but that It has manifested more resilience than some of the serious critics predicted at the end of the last century. The second process is constituted by the most recent resorgiment of discourses and policies of a partially debilitated Westfali model that seeks to recover countries. Various changes in the actors, in power and in the sources of legitimacy have led to a renewed defense of state sovereignty, to the return of geopolitics, to the reassessment of the central position of the State and to the increase in substantive pluralism in the international legal order. The tension between cosmopolitanism and the Westfali model has revalued multiple and profound repercussions on the international public law and the contemporary international world, which are the object of study of the project.
The methodology of the project is part of an interdisciplinary approach, combining concepts and theories of public international law and international relations, and intends to build a new discourse that is more integrated, richer and more complex, since the understanding of the norms of society international contemporània requires attending to the processes of power that subjauen and interact between them. In this sense, the project is situated proper to the reflections on the processes of construction of global norms that, from constructivist and liberal postulates, have been formulated in the darrers by some outstanding authors. The escollida methodology combines the analysis of primary and secondary sources, the study of specific cases and the conduct of interviews.
The results of the research project will have an impact on science education. Thus, they will contribute to the social understanding of the political and legal processes that articulate the community and the current international order. Likewise, they will help public authorities design more efficient strategies to influence the construction of global standards in the various areas in which they regulate the activity of the international community, from security to environmental protection or sustainable development. These results will be disseminated to the academic community, to public and private actors, and to the general audience through specialized publications, participation in congresses and academic conferences, as well as through informative articles and the general availability of the materials used. in research with a freely accessible electronic repository. Along with other reasons, the development of this comprehensive database justifies the proposal to hire a doctoral student. The project also provides for dissemination through teaching collaborations, conferences and specific seminars. The training plan provides for the training of postgraduate students and teachers in training at UPF.
