Iván Rodríguez Florido

Iván Rodríguez Florido (Barcelona, 1991) is an Assistant Professor (Lecturer) of Administrative Law at Pompeu Fabra University (2025, María Goyri Program) and a researcher at the Observatory on the Evolution of Institutions (Obsei).

He holds a PhD in Law from the University of Barcelona (2022), awarded with the highest distinction of Excellent cum laude. His dissertation was developed under the Industrial Doctorates program of the Government of Catalonia (Generalitat de Catalunya). He also holds a Master’s Degree in Legal Practice (UB-ICAB) with a specialization in administrative litigation (2017) and a Master’s Degree in Water Law from the University of Granada (2018). His research work was recognized with the IX "Joan Prats 2019 Young Researchers" Award in the Public Administration category, granted by GIGAPP.

Research

In the field of research, he coordinates the international project "Water Cycle Observatory" under the direction of Dr. Joaquín Tornos, linked to the UB-Cámara de Concesionarios de Infraestructuras (CIES) Chair of Public Service Regulation Law (CARSEP).

His primary research interests focus on transparency and access to public information, water law, the regulation of public services, public procurement, and administrative procedural law.

Teaching

As an educator, he has collaborated with various institutions (UB, UPF, UOC, UAB) since 2017 and has served as a visiting professor at the Pontifical Catholic University of Peru (PUCP). Currently, he is the coordinator of the Administrative Litigation course in the University Master's Degree in Legal Practice at the UPF Barcelona School of Management (BSM), where he also coordinates the Public Law track for Master's Theses.

His academic profile is complemented by an eight-year professional career as a lawyer specialized in Administrative Law at the firm Tornos Abogados (2015-2023). He is a member of the Barcelona Bar Association (ICAB, license no. 44538, currently non-practicing) and regularly advises both public and private institutions.
