The article argues that it is difficult to agree on fiscal fairness because there are two opposing views: one prioritizes the balance between what each territory contributes and receives, while the other defends homogeneous contribution. Intermediate solutions (per capita distribution, adjustments for needs or costs) also fail to generate consensus, as does the debate on how to measure fiscal capacity and the extent to which funding should be equalized.
