Orbis Working Papers (OWP) is a publication created and distributed by the Research Group on International Law and International Relations at Universitat Pompeu Fabra. This series of papers contain work in progress by members of this research group, as well as by fellow researchers and project partners. OWP encompasses diverse approaches to the study of international relations and international law. They all share a fundamental conception about the world community of mankind, where states, international organizations and all sorts of international actors and individuals coexist in complex and pluralistic manners. The globalizing processes of the past decades have stressed the consolidation of global public interests shared by the international community in many areas of activity. Consequently, a rising concern for policy-makers is to govern the global public domain in the making. It is a must for scholars of international law and international relations to understand it and explain it.
