What is it?

Observatori de l'Evolució de les Institucions (OBSEI) is a research group composed of the members of the Administrative Law's Area, interested in detecting, studying and diffusing any change concerning public institutions and, specially, those who exercise their power in Catalonia.

It has the support of the Departament de la Presidència de la Generalitat de Catalunya and the University Pompeu Fabra has acknowledged it as a Research Group with Specific Name. Observatori is open to the participation of researchers from this or another disciplines.

Aims

The main aims of OBSEI are:

  • Surveying the evolution of the public institution's legal system.
  • Studying the proposals formulated with the finality of adapting these institutions.
  • Analyzing permanently the public power's actions in regard to Catalonia's self-government.
For these purposes, Observatori pretend to make studies and researches at both national and international level, to organize debates and symposiums, and publish the obtained results for a wide diffusion.

Research guidelines

The research main guidelines initially established by OBSEI are:

  • The participation of substatal organizations in the European Union's future institutional frame.
  • The comparative study of Power limits in decentralized states.
  • The territorial evolution as rule, object and limit of public Power.

Services / Duties

OBSEI offers the following services:

  • Studies, opinions and legal reports, under the concerned institution's request.
  • Advice and collaboration in public institutions' pre-legislative duties.
  • Organization of congresses, symposiums, seminars and debates.
  • Elaboration of a monthly Synthesis of the novelties published in official journals.
