Based on the IFS Deaton Review, the paper argues that today’s inequalities are not merely a matter of income, but rather a multidimensional phenomenon affecting health, education, employment, housing, and territory. The text explains that wage stagnation, the concentration of wealth, difficulties in accessing housing, and declining social mobility have widened the gaps between social groups and generations, weakening social cohesion and democratic trust.

It maintains that redistribution through taxes and social benefits is necessary but insufficient, and advocates for “predistribution” policies that act before inequality emerges, by strengthening education, vocational training, labour markets, regional innovation, and territorial opportunities. It also highlights the importance of tackling health inequalities and building a renewed social consensus based on inclusive growth, justice, and shared responsibility.
