MERA, HAROLD

Bachelor’s Degree in Government and International Relations from La Universidad Externado de Colombia, with major in the challenges of the Millennium Development Goals. Master’s in International Affairs, a joint program with La Universidad Externado de Colombia, the University of Columbia, and Science-Po Université, Master´s thesis focused on the institutional strengthening of the National Planning Department aiming to enhance the foreign policy planning procedures. Holds a master’s degree in Public and Social Policy, a joint program of the Pompeu Fabra University and the John Hopkins University with a specialization in the assessment of the Early Childhood National Policy implemented in Colombia. Expert in Public Policy and International Affairs. With extensive knowledge in designing, implementing and monitoring projects and program reforms financed by international development banks and donors. He worked at the National Planning Department of Colombia for almost nine (9) years and has experience working with multilateral organizations, NGOs, and public sector, gaining profound familiarity with public policy processes. Passionate about development issues and innovative ways to promote progress, development and wealth, through social scientific research and cross-cutting ideas coming from different research methodologies that could allow governments and international organizations foster efficient social services provision. Interest in early childhood, education, sanitation, equity, and social policies.
