PhD in Economics (Cardiff University, 2018). Currently, Research Fellow at the Centre for Research in Health and Economics (CRES), visiting Assistant Professor at Universitat Pompeu Fabra (UPF) and Postdoctoral Fellow associated with the Barcelona Graduate School of Economics (Barcelona GSE).

His primary research field is in Public Economics. Other areas of interest include Political Economy and Economic Growth.

In his PhD thesis, Essays on Fiscal Federalism, he explores the effects of tax competition on the dynamics of economic growth and income inequality. In a context of long-term decreasing trends in corporate income taxation, he considers how, in a setting of uncoordinated fiscal policies, capital mobility provides incentives for growth-oriented policies; in the long-run, these may however undermine the redistributive role of governments. Different tax harmonization scenarios that could be considered in the context of the European Union are studied.

Currently, Luís teaches Principles of Public Economics and Public Policy Analysis at UPF. Past teaching experience as a lecturer includes teaching of courses in Financial Economics (MSc) at the University of Bath and, as teaching assistant, courses in Economics of the European Union, International Trade, International Finance and Quantitative Methods at Cardiff University.

He obtained an MRes. in Economics (Cardiff University, 2015) and an MSc. in International Economics and European Studies (2012) from the University of Lisbon (ISEG-UL). Before that, Luís obtained his bachelor's degree in Economics (2010) from the University of Porto.
