Eugeni got the PhD in Economics from the University of Barcelona, within the doctoral program "Public Sectors Economics". 

He started working  a multinational chemical and pharmaceutical company, developing task in different areas: ​​market research, economic planning, economical and financial control as well as  accounting. Then, he was secondary school professor, School Principal and inspector of education. After that, he joined the University Pompeu Fabra (UPF), where he worked as an assistant manager of economy and resources (1992-1997). In UPF, he has also worked as an adjunct lecturer and lecturer since 1997, teaching the field of public management, public cost accounting and educational management. He taught in the Master of Public Management, ESADE UPF-UAB (1997-2007). In 2000, he rejoined the Department of Education as an education inspector (2000-2003). In 2004 he drives the Project for the Improvement of Educational Quality, being responsible, firstly as Deputy Director General of Schools, then as the head of the Office of Educational Policies, and finally, as a Deputy Director of Organization and Quality of Schools Centres (2004-2009). In the period 2004-2006, he was a member of the School Council of Catalonia. From May 2009 to December 2010, he was Program Director for the reform of non-university education evaluation of Catalonia. In January 2011, he joined the Education Inspection and stayed until September 2012. Since the 2019/20 academic year, he has advised the Ministry of Education, Vocational Training, and Sports on developing, implementing, evaluating, and training the territorial cooperation program PROA+. He has published various works in the field of education and public management.
