Public Economics professor in the Universidad Complutense de Madrid. She was the first director of the Observatorio del Sistema Nacional de Salud (2003-2004) and has worked as an advisor of the Health Ministry cabinet (2004-2007). She has been part of the board of directors of the Asociación Española de Economia de la Salud and has been the treasurer of the Sociedad Española de Salud Pública y Administración Sanitaria (SESPAS).

She has been the President of SESPAS and one of the four members of the Planning and Coordination Team for the Evaluation of the Performance of the National Health System in the face of the COVID-19 pandemic, appointed by the Interterritorial Council of the NHS.. Collaborator of the Centre de Recerca en Economia i Salut (CRES).
