David Elvira holds a BSc in Economics from Universitat Pompeu Fabra and MSc in Applied Economics from Universitat Autònoma de Barcelona.

He has done research on the economic evaluation of health services at the Institut Municipal de Recerques Mèdiques de Barcelona and the Hospital de la Vall d'Hebron. He has also been a visiting researcher at the University of Kyoto and the University of Keio in Japan, as well as consultant on health care management and planning, and the economic evaluation of drugs and health services. 

During the years 2005 to 2011, he held managerial positions in the Catalan regional government such as general director of Healthcare Resources (Recursos Sanitaris) and head of the Office of Information and Strategy (Gabinet d'Informació i Estratègia), among others. From 2011 to 2016 he was the Corporate Relations Director of Sanofi.

In 2016 he returned to the public sector as Director of the Health Catalan Service (Servei Català de Salut), Deputy Secretary of Primary Healthcare, and President of the Catalan Health Institute (Institut Català de Salut).

Currently he is the Europe Public Affairs Head at Sanofi-Genzyme MSOI.
