The overall context for beAWARE lies in the domain of situational awareness and command and control (C2). Situational awareness means being able to accurately determine what has happened, what is happening now, and what will come next, all in order to plan and coordinate the most effective response possible with the resources available.
beAWARE will collect heterogeneous data from several resources such as environmental, social media, input from first responders and/or people in danger and will semantically integrate them in order to provide decision support services to the crisis management center.

The Centre for Research and Technology-Hellas (CERTH), founded in 2000, is the only research centre in Northern Greece and one of the largest in the country. CERTH has important scientific and technological achievements in many areas including: Energy, Environment, Industry, Mechatronics, Information & Communication, Transportation & Sustainable Mobility, Health, Agro-biotechnology, Smart farming, Safety & Security, as well as several cross-disciplinary scientific areas. Today CERTH includes the following five institutes: (a) Chemical Process & Energy Resources Institute (CPERI), (b) Information Technologies Institute (ITI), (c) Hellenic Institute of Transport (HIT), (d) Institute of Applied Biosciences (INAB), (e) Institute for Research and Technology Thessaly (IRETETH). Out of those, CERTH participates in this project through ITI.

Fraunhofer Institute of Optronics, System, Technologies and Image Exploitation (IOSB)
The Fraunhofer-Gesellschaft is a leading organization of institutes of applied research in Germany, undertaking contract research on behalf of industry, the service sector and the government. Fraunhofer-Gesellschaft is actively involved in industrial consortia seeking technical solutions to improve the competitiveness of European industry. At present, the organization maintains 60 research institutes with some 20,000 employees at locations throughout Germany. The Fraunhofer-Institute of Optronics, System Technologies and Image Exploitation (IOSB) has 440 permanent employees, of which 290 are scientists or engineers, and has annual operational costs of about 41 million € (2012). IOSB develops innovative concepts and application solutions in information technology. It provides sustainable solutions of advanced control and information management, monitoring and diagnosis systems mainly for industrial partners including SMEs as well as for public bodies such as environmental agencies.
Valencia Local Police (PLV)
The city of Valencia has a metropolitan area which reaches over 1.500.000 inhabitants. It is, in terms of population, the 3rd largest city in Spain. More than 1600 police officers form the Valencia Local Police.
The duties of the Valencia Local Police (PLV) are wide, ranging from surveillance and road traffic control, to maintaining citizen security and safety, administrative police, community police, domestic violence, mediation police, fight against crime, management of emergencies, environmental police, etc. Overall it is one of the most active local police in Spain due to their continuous innovation in technology. Its Centre of Security and Emergencies is the best example of innovation in police management by using ICTs tools, as well as a great test bed for pilot experiences and testings.
HELLENIC RESCUE TEAM
Hellenic Rescue Team is a non-governmental organization (NGO) of Search and Rescue; its members participated voluntarily in operations since 1978. Since 1994 it is running under the form of an association. Is an organization acknowledged by Civil Protection Authorities of Ministry of Internal Affairs with Register No6, and is in constant cooperation with the Ministry of Foreign Affairs (Y.D.A.S. with Register No14) as well as the European Union. (ECHO ) HRT is a member of the INSARAG/UN, IKAR/CISA & IRO as well. Since January 2012, HRT is under a major shift. As the organisation is getting bigger and involved in more and more R&D projects, it gradually strengthens its research recourses. The HRT's fundamental aim is the Search and Rescue of people in need and the organisation of Aid Missions in naturals and manmade disasters all over the world, nevertheless a major objective (and vital tool to achieve our mission) is Research and Development in the area of Search and Rescue, Crisis and crowd management, telecommunications, ICT for first responders.
FINNISH METEOROLOGICAL INSTITUTE
Finnish Meteorological Institute (FMI) is mandated by the Finnish government to produce reliable information on the state of the atmosphere, and its characteristics and phenomena, with the aim of promoting safety and serving various needs of the public, industry and commerce, as well as contributing to scientific ends. FMI observes the physical state, chemical composition and electromagnetic phenomena of the atmosphere and seas, as well as the physical state of the Baltic Sea and the Arctic marine region. Operating on the 24/7 principle, the Institute produces information and services about the past, present and future states of the atmosphere and seas.

ALTO ADRIATICO WATER AUTHORITY (AAWA)
The Alto Adriatico Water Authority (AAWA) is responsible for the management of the rivers flowing into the Northern Adriatic Sea, namely Isonzo, Tagliamento, Livenza, Piave, and Brenta. AAWA is responsible for the development and implementation of river basin management plans that lay down policies and measures for optimization of water use, hydro-geological and flood defence, protection of water bodies, and regulation of water rights in the basin as a whole.
Frederikssund-Halsnæs Fire & Rescue Service (FH)
Frederikssund-Halsnæs Fire & Rescue Service (FH) is a result of a regroupment of the fire and rescue services of two towns, Frederikssund and Halsnæs, in 2009. We cover an area of 382 km2 and attend to 76.000 citizens. We currently have around 20 full-time staff, 90 part-time firefighters and approximately 100 volunteers.
Our primary task, as described in the Danish Emergency Management Act, is to provide rapid response services in emergency situations. Our focus, however, is on preventative work and includes fire and safety inspections, fire safety building design, fire hydrant maintenance, basic fire fighting courses, etc., in accordance with the Emergency Management Settlement of 2002.
