Article 1. Nature

1.1. Pompeu Fabra University is a public university that provides higher education services by means of study, research and teaching. It acts independently.
1.2. It is governed by the Organic Law of Universities, the Universities Act of Catalonia and the regulations implementing these laws as ruled by the State and the Catalan government through the use of their respective competencies, its own Act of Incorporation and its By-laws.

 

Article 2. Headquarters

Pompeu Fabra University is located in the city of Barcelona, without this limiting the extension of its activities to other territorial contexts.

 

Article 3. Guiding principles

Pompeu Fabra University bases its actions on the free search for knowledge. The university community and, especially, its governing bodies must ensure full effectiveness to the principles of freedom, democracy, justice, equality, independence, plurality and solidarity.

 

Article 4. Aims

Pompeu Fabra University has the following aims:

a) To promote excellence in all its activities.

b) To participate in the progress of society by means of the conservation, creation, criticism and dissemination of scientific knowledge.

c) To contribute to the improvement and innovation of the education system and promote activities to disseminate knowledge by means of university extension and lifelong education.

d) To promote the participation of the university community in the international academic community, the implementation of activities with international dimension and relevance and the exchange of knowledge and information with other institutions.

e) To ensure the principle of equal opportunities as regards the access and permanence of students in the University. 

f) To adapt the studies on offer to the needs of our society. 

g) To encourage critical thought and the transmission of civic and social values that are typical of a democratic society.

 

Article 5. Competencies

Pompeu Fabra University has the following competencies:

a) To elect, appoint and remove the members of its governing and representation bodies.

b) To create specific structures for supporting research and teaching.

c) To draw up and approve study and research plans that are specific for lifelong education.

d) To select, train, perfect and promote the teaching and research and administration and service staff, and to determine the conditions under which they should perform their activities.

e) To admit students, to determine the conditions of their permanence and to verify their knowledge.

f) To grant official degrees that are valid throughout the entire national territory and UPF diplomas and degrees

g) To draw up, approve and manage its budget and administer its own properties.

h) To establish and modify its lists of job positions.

i) To establish relationships with other institutions for the promotion and development of its institutional aims.

j) To draw up, modify and implement its By-laws and any other internal regulations.

k) Any other competency required for correct fulfilment of the functions of the University set out in the Organic Law of Universities, the Universities Act of Catalonia and these By-laws.

 

Article 6. Language

6.1. Catalan is the official habitual language of Pompeu Fabra University, notwithstanding that set out in article 3.2. of the Statute of autonomy of Catalonia. The use of the official languages in university activities complies with the language policy Act and the current legislation in Catalonia.

6.2. Pompeu Fabra University shall promote and guarantee full use of Catalan in all its areas, processes and procedures, and shall provide the necessary means to ensure its understanding and use among the university community. In the context of collaboration and exchanges with other universities and institutions, Pompeu Fabra University shall promote the awareness and international projection of the Catalan language and culture.

6.3. Pompeu Fabra University promotes collaboration on every level with other Catalan language universities by means of the Joan Lluís Vives Institute and other collaboration entities that may be created for this purpose.

6.4. Pompeu Fabra University shall promote the knowledge and use of third languages among its university community.

 

Article 7. Corporate image

Pompeu Fabra University has a corporate image that must be used by all the structures of the University in the established form. The name of the University, its logo and other identifying symbols may not be used by any other individuals or legal entities, unless they are duly authorised to do so.

 

Article 8. UPF Group

8.1. The UPF Group is made up of Pompeu Fabra University and any other public or private foundations in whose capital or asset funds the University has a majority participation, created in order to contribute to the functions entrusted to the University. It also includes other entities determined by the University, within the context of its competencies.

8.2. The UPF Group operates based on a common strategy. Pompeu Fabra University shall ensure the necessary coordination between the entities that make up the Group, assess their activities and guarantee their accountability.
