Framework for the HR Strategy for Researchers

The European Commission adopted in 2005 the European Charter for Researchers and a Code of Conduct for the Recruitment of Researchers. These two documents, addressed to researchers as well as to employers and funders in both the public and private sectors, are key elements in the European Union's policy to make research an attractive career, which is a vital feature of its strategy to stimulate economic and employment growth.

The European Charter for Researchers (Charter) outlines the functions, responsibilities and rights of investigators and their employers. The aim is to ensure that the relation between these parties contributes to successful performance in the generation, transfer and shared use of knowledge, as well as the professional development of researchers from the early stages.

The Code of Conduct for the Recruitment of Researchers (Code) consists of a set of general principles and requirements that should be followed by employers and funders when appointing or recruiting researchers. These principles and requirements ensure transparency of the recruitment and selection process with equal treatment of all applicants, and the development of an attractive, open and sustainable European labour market for researchers.

The HR Strategy for Researchers  is a tool that helps institutions to put the principles of the Charter & Code into practice. It is a procedure consisting of five steps and the EC grants a logo "HR Excellence in Research" to identify the institutions and organisations as providers and supporters of a stimulating and favourable working environment.

This procedure consists of five steps:

  1. Internal Gap Analysis elaboration.
  2. Institutional HR Strategy for Researchers/Action Plan preparation and publication in the corporate website and in Euraxess.
  3. Application for acknowledgement by the EC: evaluation and approval of the Institutional HR Strategy. If it is approved, the logo "HR Excellence in Research" is granted.
  4. Implementation phase and continuous self-assessment of the process by the institution
  5. External assessment and renewal of acknowledgement. Progress made towards the objectives of the HR Strategy and fulfillment of Action Plan is evaluated externally by the EC every four years after initiating the process.

La Universitat Pompeu Fabra està treballant en una estratègia pròpia de recursos humans per a investigadors i investigadores (HR Strategy for Researchers) d'acord amb els principis de la Carta europea de l'investigador i el Codi de conducta per a la contractació d'investigadors. La Universitat Pompeu Fabra (UPF) es va comprometre al 2010 amb els principis de la Carta i el Codi (http://ec.europa.eu/euraxess/index.cfm/rights/index) i dos anys més tard, al 2012, la Comissió Europea va convidar la UPF a participar en la iniciativa HR Strategy for Researchers i va esdevenir membre del 3r grup de treball creat per donar suport i guiar les institucions en el procés global d'implementació d'una estrategia pròpia en Recursos Humans que incorporés els principis de la Carta i el Codi.
