EU research funding neglects animal suffering

UPF-CAE Report: “EU Research & Animal Suffering. Scrutinizing the Horizon 2020 Programme”

The UPF-Centre for Animal Ethics has launched the report EU Research & Animal Suffering. Scrutinizing the Horizon 2020 Programme. Having monitored the EU public research funding decisions for the period 2014-2020, we have found that substantial sums are devoted to research that either does nothing to reduce nonhuman suffering or even increases it. In particular, projects contemplating nonhuman animal interests represents only 0.15% of all funded projects and received only 0.14% of all funding in the Horizon 2020 Programme (2014-2020).

The scrutiny of Horizon 2020 Programme data shows that EU public research funding is at odds with both scientific findings regarding nonhuman animals’ capacity to suffer and the evolution of ethical positions on this matter. Therefore, we have requested the European Commission to align with current scientific knowledge and the ethical concerns of society and to increase funding on animal welfare, interests and protection in their research and innovation programmes.
