The delegate for Students has the following powers and tasks:
- Monitoring of and making participation of student groups and associations in university life more dynamic.
- Communication with the UPF Student Council (CEUPF), the delegates and, generally, all student representatives.
- Coordination of scholarship and grant calls aimed at encouraging student participation, including their resolution.
Clara I. Velasco Rico is a Serra Húnter associate professor of Administrative Law at the Department of Law, where she is a member of the Evolution of Institutions Observatory Research Group. A graduate in Law (UPF, 2001) and in Political Science and Administration (UOC, 2012), she took her postgraduate studies at UPF (Diploma in Advanced Studies, 2004 and Doctorate, 2009). Her doctoral thesis was awarded the Jordi Solé Tura Prize for her work on democracy (2010). She has enjoyed five research stays abroad (University of Siena, 2003; of Indiana University, Bloomington, SPEA, 2005; Sciences Po-Paris, 2012-203 and University of Quebec in Montreal, 2014). Her research interests focus on comparative federalism, transnational administrative law, transparency and good governance, and the impact of disruptive technologies on public affairs. She has participated in some fifteen competitive research projects, has obtained five highly competitive individual research grants and has published around fifty academic papers, some of which in the European Review of Digital Administration and Law, in Revista General de Derecho Administrativo, Revista d’Estudis Autonòmics i Federals, Revista Catalana de Dret Públic and with several prestigious publishing houses (Marcial Pons, Edward Elgar, Larcier-Bruylant and Thomson Reuters-Civitas-Aranzadi, among others).
Prior to being appointed Student Delegate, she was incoming mobility coordinator at the Faculty of Law and coordinator of double degrees at the same Faculty. Previously, she was the coordinator of the Administrative Law Area of the Law Department.
