Functions: 

Besides the functions set forth in the article 56 of the Statutes of the UPF, the Secretary General coordinates and supervises, under the direction of the rector, the following matters:

  • To develop statutes and regulations.
  • Ordinary relations with the UPF Ombuds Office.
  • Relations between the academic bodies and administrative services and the Board of Trustees, other than special relations with the chair of the Board, which fall within the Rector's remit, and the carrying out of the Board's decisions, which are also the Rector's responsibility. Also excluded are relations in regard to the staff and budget of the Board of Trustees, which are the manager's responsibility.
  • To co-ordinate the processes involved in setting up university research centres, departments and institutes.
  • The procedures involved in the affiliation of teaching centres and institutes.

In regard to Administration and Services Staff:

• Selection and allocation of administration and services staff to relevant posts.
• Training and assessment of administration and services staff.

Curricula :

Josep Fargas Fernández, Deputy Secretary general

Josep FargasBorn in Manresa in 1953. Tenured lecturer in Labour and Social Security Law at the UPF. Holds a PhD in Law from the UPF (2001) and a bachelor's degree in Law from the Autonomous University of Barcelona, where he took a postgraduate course in Comparative Law. He has been secretary of the Faculty of Law (1994-2000); director of studies of the dual bachelor's degree in Law/Economics-Business Management and Administration (ECO-ADE) (2001-2004), and director of the School of Labour Relations (from 2002 to 2008). He has also been sub-director of the master's degree in Labour and Social Security Law. Since November 2008 he has been vice-rector of the University Community. His academic activity focuses on Social Security law, especially in regard to non-contributory benefits, and the Social Security of public servants. His current research activity includes taking part in a comparative research project on the impact of international norms on social jurisprudence.
