Research seminar on temporary professional incapacity management



Professional incapacity due to a non-work related accident or illness is a situation recognised by the social protection system in Spain when a worker registered with the Social Security has a health problem that is not related to work. A basic aspect of improved management of the situation would be to have good information systems which help to establish benchmarks and identify the factors influencing its duration.

The seminar "New evidence for the management of temporary professional incapacity due to a non-work related accident or illness", was held in the Communication-Campus Poblenou auditorium (Roc Boronat, 138. Barcelona) on 9th December from 9:30 to 14:00, and included the presentation of the results of several research studied on the factors behind the duration of the professional incapacity and a debate on improving the management of these episodes.

The seminar was organized by the Research Centre on Occupational Health (CISAL) of the Department of Experimental and Health Sciences of UPF, with MC Mutual and the Catalan Institute for Medical Evaluation of the Catalan Government (Generalitat). Several research studies in this area were presented, including some carried out by researchers at the CISAL based on various perspectives; by regional health authorities and by diagnosis.

Isabel Torà, a researcher at the CISAL, presented the results of the study "The duration of temporary incapacity due to non-work related accidents or illness by regional health authorities" which highlighted the differences found between different regions in Catalonia. For example, in the Alt Camp area (Tarragona) the duration of the absence from the workplace due to non-work related accidents or illness is lower than in the Alt Pirineu and Aran regions.

Consol Serra, a researcher at the CISAL, talked about the study "The duration of temporary incapacity due to non-work related accidents or illness: a comparative study of cases managed by mutual insurance companies and the National Social Security Institute" which highlighted the differences between the public and private healthcare arenas.

Jordi Delclòs, a researcher at the CISAL, showed the results of his research into "Duration of the temporary professional incapacity due to non-work related accidents or illness and clinical diagnosis. A retrospective cohort study 2002-2006" Some of the conclusions of this research show that osteoarticular, traumatological and psychiatric diseases are those behind the highest number of episodes of professional incapacity, and that the  episodes with the longest duration are among women, the elderly and the self-employed.

The Research Centre on Occupational Health (CISAL) is headed by Fernando García Benavides, lecturer at the Department of Experimental and Health Sciences of UPF, and it was created by an agreement between the UPF, Corporació Mútua and the Trade Union Institute for Work, Environment and Health (ISTAS).

The CISAL's research work focuses on the most important subjects in occupational health, either due to their scope, seriousness or their economic and social impact, and is divided into the following areas: working conditions, inequalities in occupational health and health and safety policies in the workplace.

The main strategic objectives of the centre, which will be integrated into the Barcelona Biomedical Research Park (PRBB) are to provide knowledge and information to mitigate and prevent occupational health problems, and to train researchers and highly qualified professionals in this field who can subsequently contribute to achieving the aims of the CISAL.
